Published on Tuesday in the run-up to Sunday's International Children's Day, it looked at crimes committed by minors in Beijing in 2013. Out of 1,097 cases, 77.4 percent of the perpetrators had received little or no education.
Some 65.3 percent of the offenders were non-Beijingers, according to the Beijing Higher People's Court, which issued the white paper.
Although schools in Beijing have generally run legal classes in recent years [url=http://www.airmax97tilbud.com/nike-air-presto-tilbud/air-presto-dame.htm... air presto dame[/url] , school authorities are not taking such classes seriously. In addition, students show resentment to such lessons because they feel bored by teachers' methods, explained the white paper.
It added that neglect by working parents, particularly migrant workers in the capital, has contributed to the situation.
A similar warning was issued on Sunday by the Foshan Intermediate People's Court in Foshan City of south China's Guangdong Province. The city reported 4,438 juvenile offenders in 3,432 cases over the past five years [url=http://www.airmax97tilbud.com/nike-air-presto-tilbud.html]nike air presto tilbud[/url] , and offenders in over 900 cases showed a lack of parental care, the court said in a statement.
FLOWERS OR CARNIVOROUS PLANTS?
Juvenile offences have generated headlines in China in recent years, triggering widespread concern and raising questions about what turned the little "flowers of the motherland" into "carnivorous plants."
On Monday, Beijing police detained three young men suspected of an assault on a teenager. The violent attack had spread outrage on the Internet after a clip of the beating was circulated.
The video, first posted on social media on Saturday, showed a boy beaten in turn by three bare-chested young men.
Beijing police found the boy, Xiaodong (an alias) [url=http://www.airmax97tilbud.com/nike-air-max-tn-tilbud/air-max-tn-dame.htm... air max tn dame[/url] , and the person who made the video, on Sunday afternoon in Chaoyang District. One of the attackers, Guo, 15, gave himself up to police early on Monday. Police then tracked down the other two in neighboring Hebei Province.
The trio have all confessed to beating "Xiaodong."
The case followed a number of similar crimes committed by minors.
In February 2013, a youngster believed to be the son of a famous Chinese singer was detained in Beijing along with four others for their alleged involvement in a gang rape.
Beijing police refused to disclose the name of the suspect, but insiders who requested anonymity said he is the son of Li Shuangjiang [url=http://www.airmax97tilbud.com/nike-air-max-tn-tilbud/air-max-tn-sort.htm... tn sort[/url] , dean of the music department of the People's Liberation Army Academy of Arts.
Two months later, a 12-year-old boy killed a 76-year-old woman in Guiping City in south China's Guangxi Zhuang Autonomous Region. He told police that he had never meant to kill the woman, only to rob her.
From 2002 to 2011, the rate of recidivism among China's juvenile offenders remained at 1 to 2 percent, according to an October 2012 white paper which also reported drops in juvenile delinquency cases and the proportion of juvenile offenders among the total criminal population.
However, China's juvenile offender number is still high, standing at around 67 [url=http://www.airmax97tilbud.com/air-max-97-summit-white.html]air max 97 summit white danmark[/url] ,000 in 2011, according to Tuesday's white paper.
Experts attributed the problem to factors including negative societal influence, a lack of family attention and the unbalanced spread of education across China.
Zhou Keda, director of the Institute of Social Sciences with the Guangxi Academy of Social Sciences, said that teenagers' overexposure to violence and sex in the media has distorted the morals of many, greatly increasing the possibility of them committing crimes.
"Teenagers have not developed a systematic view toward the world, and they are susceptible to negative external influences [url=http://www.airmax97tilbud.com/nike-air-max-tn-tilbud/air-max-tn-sort.htm... air max tn sort[/url] ," Zhou said.
He was echoed by Xia Xueluan, professor with the Department of Sociology at Peking University, who said that youngsters lack sufficient understanding of how harmful their behavior can be.
"They tend to imitate what the media tells them is 'cool,'" according to Xia.
Zhang Lei, a lawyer from the Beijing Sino-Promise Law Firm, said that many juvenile offenders have broken families, or come from families of migrant workers [url=http://www.airmax97tilbud.com/nike-air-max-tn-tilbud.html]nike air max tn danmark[/url] , scenarios in which they often lack parental care during a critical stage of growth.
"They are likely to go astray under such circumstances," Zhang added.
Xia also lashed out at schools for paying too much attention to students' academic performances and ignoring their moral education.
As urgency for change mounts, experts have demanded joint efforts to tackle the problem.
Xia said that it is essential to build a clean society if such problems are to be eradicated. "Campaigns such as the crackdown on online porn should be continued," he said, adding that such efforts demand the coordination of a variety of departments.
Zhang said that parents and school authorities should pay more attention to the psychological development of teenagers and guide them to cultivate proper behavior.
"The government should ramp up efforts to help teenagers in trouble, such as drop-outs and those without jobs," Zhou urged.
